We’re looking at a late 1990’s shot of the “Court of Neptune” fountain in front of the Library of Congress building on First Street in Washington, D.C. Rather it’s a zoom in on the bottom half of the sea serpent of it. I was trying to experiment with slower shutter speeds to get that blurry effect on the water. Pleasing results? Debatable.
And what about that title? Any hidden meanings there? Like a good rock song, it means what you think it means.
